Surf is one of the most essential HMs in Pokémon FireRed. Without it, large portions of the map stay permanently locked off, and several story-critical moments simply won't progress. If you've been wandering around wondering where to pick it up, you're not alone — the game doesn't exactly hand it to you with a flashing arrow.

What Is Surf in Pokémon FireRed?

Surf (HM03) is a Hidden Machine that teaches the move Surf to compatible Water-type (and some dual-type) Pokémon. As an HM, it works both in and out of battle — in combat it's a solid Water-type damage move, and outside of battle it lets you travel across water tiles on the world map.

Unlike TMs, HMs cannot be deleted from a Pokémon's moveset without visiting the Move Deleter in Fuchsia City. That's worth knowing before you teach it.

Step 1: Get to Fuchsia City

You can reach Fuchsia City via two main routes:

  • Route 15 — travel west from Lavender Town through Routes 12, 13, 14, and 15
  • Cycling Road (Route 17) — head south from Celadon City (requires the Bicycle)

Both paths work. Cycling Road tends to be faster once you have the Bike.

Step 2: Enter the Safari Zone

The Safari Zone entrance is in the north part of Fuchsia City. You'll pay a small fee to enter and receive Safari Balls. You don't need to catch anything specific — you just need to navigate to the right area.

Step 3: Navigate to the Secret House

This is where most players get turned around. The Safari Zone has four areas, and Surf is inside a building called the Secret House, located in Area 3 (the northwest section of the zone).

Inside the Secret House, an NPC will give you HM03 Surf for free — no battle, no trade required. Just walk in and talk to them.

What You Need Before You Can Use Surf Outside of Battle

Finding Surf is only half the equation. To use it on the water, you need to meet two conditions:

1. Have a compatible Pokémon in your party Surf can be taught to most Water-type Pokémon, as well as a number of others. Common early options include Squirtle/Wartortle/Blastoise, Poliwag, Tentacool, Psyduck, and Slowpoke. If none of your party members can learn it, you'll need to catch or trade for one that can.

2. Have the Soul Badge The Soul Badge, earned by defeating Gym Leader Koga in Fuchsia City, is the badge that authorizes Surf's use outside of battle. Conveniently, Koga's gym is right there in Fuchsia City — so many players beat him first and then head to the Safari Zone.

If you try to use Surf on water before earning the Soul Badge, the game will tell you that you don't have the right badge yet.

Why Surf Matters Beyond Fuchsia City

Once you have Surf and the Soul Badge, a significant portion of Kanto opens up:

  • Cinnabar Island — only accessible by surfing south from Pallet Town or Seafoam Islands
  • Seafoam Islands — required to get to Cinnabar and encounter Articuno
  • Cerulean Cave — where Mewtwo is found post-game
  • Various water routes — Routes 19, 20, 21, and others connecting key areas

Surf is also needed to progress the story in certain areas. The Power Plant (where Zapdos lives) requires surfing to reach via Route 10. Without Surf, the late-game becomes very constrained.
