Where to Find Surf in Pokémon Fire Red: Complete Location Guide
Surf is one of the most essential HM moves in Pokémon Fire Red. It serves double duty — a reliable Water-type attack in battle and the only way to travel across bodies of water on the overworld map. Without it, large portions of the game's map stay permanently locked off, including several optional areas and the path to the Elite Four.
If you've been wandering around Kanto wondering where to pick it up, here's exactly what you need to know.
What Is Surf and Why Does It Matter in Fire Red?
HM03 Surf is a Hidden Machine, meaning it teaches a move that can be used both in battle and outside of it on the field. Unlike TMs, HMs cannot be discarded once used, and the move itself cannot be deleted from a Pokémon's moveset without visiting the Move Deleter in Fuschia City.
In battle, Surf hits all adjacent opponents in double battles and deals solid Water-type damage. On the overworld, it lets your lead Pokémon carry you across water tiles — rivers, ponds, oceans, and seas that block your path throughout Kanto.
Several key locations become accessible only after obtaining Surf:
- The Safari Zone's inner areas
- Seafoam Islands
- Cinnabar Island (and Blaine's Gym)
- Various water routes leading to the Elite Four
Where Exactly Do You Get Surf?
🌊 Surf is found in the Safari Zone in Fuschia City.
Here's the step-by-step breakdown:
Step 1 — Reach Fuschia City
Fuschia City sits in the south-central part of Kanto. You can reach it by:
- Cycling Road from Celadon City (requires the Bicycle)
- Route 12 / Route 13 / Route 14 / Route 15 from the east side of Kanto
- Surf itself from later in the game — though this creates a chicken-and-egg situation, so the overland routes are the practical first-time options
The Cycling Road route from Celadon is typically the most straightforward path for a first playthrough.
Step 2 — Enter the Safari Zone
The Safari Zone entrance is in the northern part of Fuschia City. You'll pay a small fee of ₽500 to enter and receive 30 Safari Balls. The zone is divided into multiple areas connected by gates.
You are not here to catch Pokémon this time — you're here to reach a specific building.
Step 3 — Navigate to the Safari Zone's Secret House
Inside the Safari Zone, you need to reach Area 3, which contains a small building sometimes called the Secret House or the HM House. This requires passing through Area 1 and Area 2.
A general path through the zones:
- From the entrance, head north and slightly east through Area 1
- Pass through the gate into Area 2
- Continue navigating into Area 3
- Find the small building in the back-left portion of Area 3
The Safari Zone uses a step counter — you have 500 steps before the game warps you back to the entrance. Area 3 is far enough in that reaching it can take most of your step allowance if you're not moving efficiently. If you run out of steps before reaching the house, you'll need to re-enter and pay again.
Step 4 — Speak to the Person Inside the House
Inside the Secret House, an NPC will hand you HM03 Surf simply by talking to them — no battle, no trade required. Walk up and interact.
That's it. You now have Surf.
Can You Use Surf Immediately?
Not quite. Like all HMs in Fire Red, Surf requires the corresponding Gym Badge before it can be used in the field.
To use Surf outside of battle, you need the Soul Badge — awarded by Koga, the Fuschia City Gym Leader. Conveniently, Koga's Gym is in the same city where you pick up Surf.
If you already have the Soul Badge when you enter the Safari Zone, you can use Surf the moment you leave. If you haven't beaten Koga yet, pick up Surf first, then challenge the Gym — either order works, but you can't use it on water until that badge is in hand.
Which Pokémon Can Learn Surf?
Most Water-type Pokémon can learn Surf, along with a surprisingly wide range of others. In Fire Red, any Pokémon that can learn HM03 will show it as compatible when you use the HM from your bag.
Common Fire Red Pokémon that learn Surf include:
- Squirtle line, Wartortle, Blastoise
- Psyduck / Golduck
- Slowpoke / Slowbro
- Lapras
- Vaporeon
- Tentacool / Tentacruel
- Starmie / Staryu
🎮 It's worth keeping at least one Surf user in your party permanently once you obtain it — the number of water routes and required crossings in the second half of Fire Red makes it effectively mandatory.
Variables That Affect Your Experience Getting Surf
While the location itself is fixed, a few factors shape how smoothly this goes in practice:
Your current badge count determines whether you need to challenge Koga before or after visiting the Safari Zone. Some players sequence these differently based on their team composition.
Your team's Water-type coverage matters for deciding which Pokémon you teach Surf to. If you're running a full team without a natural Water type, you may want to catch something in the Safari Zone specifically as an HM carrier.
Your step efficiency in the Safari Zone affects how many re-entries you need. Players unfamiliar with the layout often burn through the step limit on the first attempt. Knowing the path in advance shortens the trip significantly.
Whether you're playing on original hardware, a cartridge on a newer device, or an emulator doesn't change the game mechanics — but save states on emulators do make the Safari Zone navigation stress-free if steps are a concern.
The location of Surf in Fire Red is consistent and unchanging. What varies is how naturally it fits into each player's individual route through Kanto — and which Pokémon ends up being the one to carry it.
