How to Create a Fillable Form in Microsoft Word
Microsoft Word isn't just for writing documents — it has a surprisingly capable set of tools for building fillable forms that others can type directly into. Whether you're putting together a simple feedback sheet, an intake questionnaire, or an internal request form, Word can handle it without needing specialized software.
Here's how it works, what you need to know before you start, and where your own workflow will shape the right approach.
What Is a Fillable Form in Word?
A fillable form in Word uses interactive controls — text boxes, checkboxes, dropdown menus, and date pickers — that let someone fill in specific fields without being able to edit the rest of the document. The form structure stays locked; only the designated fields are editable.
This is different from a regular Word document where someone types wherever they want. A proper fillable form keeps your layout intact and guides the user through structured responses.
Enabling the Developer Tab
The form controls in Word live inside the Developer tab, which isn't visible by default. You'll need to switch it on first.
On Windows:
- Go to File → Options → Customize Ribbon
- In the right-hand column, check the box next to Developer
- Click OK
On Mac:
- Go to Word → Preferences → Ribbon & Toolbar
- Under "Main Tabs," check Developer
- Save and close
Once enabled, the Developer tab appears in your ribbon alongside the usual Home, Insert, and Layout tabs.

Inside the Developer tab, you'll find the Controls group. These are the building blocks of your form:

To insert a control, click where you want it in your document, then click the relevant control button in the Developer tab. A placeholder box appears — you can then click Properties to rename it, add instructions, or restrict formatting.
Building the Form Step by Step
1. Design your layout first. Before inserting any controls, draft the structure of the form as a regular document — labels, headings, spacing. Use a table if you want fields aligned neatly side by side.
2. Insert controls into position. Place your cursor next to each label and insert the appropriate control. For example, next to "Full Name:" you'd insert a Plain Text Content Control.
3. Customize each control's properties. Double-click or click Properties to edit the placeholder text (the greyed-out hint text users see before typing), set character limits, or populate your dropdown options.
4. Restrict editing. This is the step most people skip — and it's what makes it an actual form rather than a regular document. Go to Developer → Restrict Editing → Allow only this type of editing: Filling in forms. Click Yes, Start Enforcing Protection. You can set a password or leave it open.

Legacy Form Fields vs. Content Controls
Word has two generations of form tools. Content controls (described above) are the modern approach — introduced in Word 2007 — and they're more flexible, visually cleaner, and better supported in newer versions of Word.
Legacy form fields (also in the Developer tab under "Legacy Tools") are an older system. They look slightly different and behave differently, but some older templates still use them. For most new forms, content controls are the better starting point unless you're working with a pre-existing legacy template.
Saving and Sharing the Form
How you save and distribute the form matters:
- Save as .docx if recipients will fill it out in Word on a desktop.
- Save as .dotx (Word Template) if you want people to open a fresh copy each time rather than editing the master file.
- Export to PDF if you want a fixed-layout version — though note that PDF forms have different interactivity rules and Word's fillable controls don't always carry over cleanly.
If you're sharing via email, recipients need a compatible version of Word to use the form controls properly. Web-based Word (Office 365 online) has some limitations compared to the desktop app — not all content controls render or behave identically in the browser version.

- Distribution method: Emailing a .docx works for small teams. Sharing through SharePoint or OneDrive introduces its own compatibility considerations.
